An independent review will examine the murder of Henry Nowak, the Home Secretary announced.
Home Secretary Shabana Mahmood confirmed the review. Alex Chalk leads the inquiry.
The investigation will scrutinize how criminal justice agencies treated the Nowak family. It will also examine the actions of police officers at the scene.
Digwa, 23, lied to officers. He falsely claimed the economics student had racially abused him after the stabbing.
Henry Nowak's family states police handcuffed him as he lay dying. This followed the false accusation of racial abuse.
Katie, Henry's mother, recounted the moment police delivered the news. "I jumped out of bed and I saw the police car on our driveway. One of the police officers was holding his hat in his hand, and I just knew straight away that something horrific had happened."
I just knew straight away that something horrific had happened.
A police officer told her, "Do you have a son called Henry? There’s been an altercation. And unfortunately, your son has passed away."
Mark, Henry's father, described the impact of the news. "It was just shock. I just remember saying ‘it’s Henry’ and breaking down in tears. It’s just unbelievable pain."
Lucy, Henry's sister, added, "No words, no words can explain that feeling."
The family's world changed twice: first with Henry's death, then again upon watching footage of his arrest.
The video showed him handcuffed while dying.
Katie stated, "In the last year, our world has changed twice. The first time was the night that we were told that Henry had died. And the second time was when we watched that video."
Separately, a review is underway to determine if agencies and organizations failed to act on complaints about Digwa's behavior.
The documentary 'Dear Henry: Our Fight For Justice' will air on ITV on Thursday, November 5, at 21:00 GMT. It details the family's pursuit of accountability.
