An independent review will examine the murder of Henry Nowak.
Henry Nowak's father, Mark, accused police of 'inhumane and degrading' treatment. He stated officers handcuffed his dying son but not his killer.
Shabana Mahmood confirmed this treatment raises significant concerns about Hampshire Police's conduct. Alex Chalk stated serious questions arise regarding agencies and organizations failing to act on complaints about Digwa's violent, erratic behavior.

The inquiry's first phase will consider how criminal justice agencies treated the Nowak family. This initial stage expects to report back by March next year.
A second phase will follow a probe by the Independent Office for Police Conduct (IOPC) into police actions at the scene. That investigation has already taken place.
Digwa claimed Mr. Nowak shouted racist abuse and attacked him. The prosecution maintained these assertions were lies.
The killer repeatedly lied to police about the fatal stabbing, falsely accusing Nowak of racial abuse. 'Our family should not have to fight for the truth,' Mark Nowak said.
