Russia has initiated the deployment of its independent satellite constellation.
Ukraine previously complained these speed restrictions hampered its ability to intercept Russian attack drones. The curbs also forced the cancellation of some operations.
Zelenskyy later claimed Starlink and Starshield operations had been restored. He stated speeds were "now where they need to be."
Neither Elon Musk nor the US government have taken responsibility for imposing the speed curbs.
Russian President Vladimir Putin stated he is in close contact with Elon Musk regarding satellite technology. These remarks came during the Russia-Africa Summit in Moscow.

Putin also claimed Russia is in contact with Musk as it develops a rival satellite internet network. He described Musk as "a genius, a true genius."
He further elaborated on the nature of their communication. Putin stated, "We are in close contact with our American partners – including Mr Musk – because it is very important, in orbit, not to get in each other’s way and to maintain a certain level of discipline and order."
Musk, born in South Africa, later immigrated to Canada before settling in the US. His companies, including Tesla and SpaceX, are based there.
Maksut Shadayev, a Russian official, claimed Musk had more than 5,000 low-orbit satellites operational.
