Prison Overcrowding Sparks Urgent Government Action

Initial plans project the early release of approximately 6,000 criminals under the new Sentencing Act. The prison population has doubled since 1993, now holding 86,536 men and women in England and Wales.

Keir Starmer introduced this scheme to ease unprecedented pressure on the correctional system.

The scheme draws intense scrutiny, particularly with the scheduled release next year of Albert Bowers and Jessie Cole. They were convicted of manslaughter in 2020 for their role in the death of PC Andrew Harper.

PC Harper suffered fatal injuries in 2019, dragged by a car during a quad bike theft in Sulhamstead, Berkshire. The driver, Henry Long, received a 16-year sentence and remains ineligible for early release.

Separately, a joint letter from 48 UK police force heads, the National Crime Agency, and Jersey Police condemned the early release plans. They cited risks to public safety and confidence in the justice system.

Probation officers have voted in favor of strike action over excessive workloads.

Martin Jones, a key figure in the probation service, stated, "Probation services are already under unprecedented pressure."

Jones added, "They’re managing a caseload of 258,000 cases, that’s nearly three times the number that are in our prisons, and obviously the early release scheme will be increasing that pressure considerably."

He further warned, "ultimately I'm not fully confident that the probation system will be able to cope with this massive work and there's a risk that things will go wrong."

Andy Burnham announced a review of the early release scheme. Officials are reportedly "increasingly confident" about its future direction.

Burnham, the prime minister, tasked Justice Secretary Alex Norris with fast-tracking measures to free up prison space.

Norris is expected to report to parliament early next month on these measures.
